Does my stomach need to be TONED? Should I lose weight or just work on my abs?
My ribs are visible but my lower stomach clearly has extra weight. How do I get rid of it? I seem to only have this weight in my stomach. If I eat healthier/drink more water, work out 3x a week, and work my abs, how long will it take to see results?

abs are the hardest thing to get, but not impossible. i recommend you do some sort of aerobic exercise [swimming or running] then crunches afterwards. make sure you do different crunches [straight-up, sideways] and planks help as well.
when you do different forms of crunches after aerobic exercise, they hit different areas on the body as well as to ensure that you dont get bored easily.
with that being said, it should take about 4-6 weeks which is a little more than a month for the results to show
p.s. minimize sugar in-take & fat stuff like ice cream, cakes, or candies… overall, just eat healthy & drink lots of water

For me it took a combination of eating right and working out my abs.
Diet is important, my motto is "when I train, I want to burn clean fuel" That means: whole grains, green leafy vegetables, lean chicken, turkey or fish etc. You’ll want to minimize or cut out white from your diet: sugar, mayo, flour etc.
For your ab workout, the secret to stunning abs is this: work them out when they are sore, at least twice a week or every other time your go to the gym.
